Written Answers. - Appointment of Teachers.

24 Mr. Deenihan asked the Minister for Education the criteria used in determining the eligibility of temporary whole time teachers for appointment to permanent whole-time teaching positions.

All vacancies for posts as permanent assistant national teachers must be filled from the appropriate panel if there are eligible teachers on it. If the panel is clear the appointment may be made by open competition. All appointments by open competition must be made in accordance with the agreed procedures as outlined in Rule 23 of "The Constitution of Boards and Rules of Procedure of Boards of Management of National Schools" a copy of which I will be happy to make available to the Deputy.

Where, for an authorised permanent position in a post-primary school, there is among the candidates, otherwise properly qualified, no candidate possessing an acceptable qualification in Irish a temporary, or full-time, appointment may be made to the position for one year. In addition a number of temporary appointments are made each year to positions where my Department are not satisfied that permanent appointments would be warranted. The teachers appointed to those positions in a temporary capacity are normally fully qualified in all respects as for equivalent permanent posts.
