Ceist:

112 Mr. Quinn asked the Minister for Health, in respect of the Government-sponsored EUROPEN campaign, the action he has taken within his Department to ensure Ireland's preparedness for 1992; if, as recommended, he has appointed a person in his Department with specific responsibility for 1992; if that person has developed and promoted a programme of work/activities in this area; and if he will make a statement on the matter.

Officers of my Department are, and have been for some time, involved in the work of EC committees and working groups — at both Council and Commission levels — relating to the completion of the Internal Market by 1992. The EC work of the Department relates to such areas as the free movement of health professionals, foodstuffs, medicinal products, cosmetic products, precursor chemicals and tobacco products. In addition, the EC Council of Health Ministers addresses issues which have a 1992 dimension but which are not specifically Internal Market-related.These are drug abuse and AIDS which include issues relating to the free movement of persons throughout the Community.

To ensure that there is maximum co-ordination of the Department's input into EC policy, a principal officer in the primary health care area has been given responsibility for this co-ordinating function.
