Allocation of Time: Motion.

On a point on which I sought clarification earlier, perhaps it would facilitate debate if paragraph (6) was deleted, which would make it clear that divisions may be demanded forthwith but not taken forthwith. Is it understood that there will be two divisions on the Estimates?

So a division will be called and deferred until later.

I move:

That, notwithstanding anything in Standing Orders—

(1) business shall be interrupted at 12 midnight on Tuesday, 10th July, and Wednesday, 11th July and at 10 p.m. on Thursday, 12th July;

(2) on Friday, 13th July, the Dáil shall meet at 10.30 a.m. and shall adjourn not later than 4 p.m.;

(3) the Sitting shall be suspended from 1.30 p.m. to 2.30 p.m. on Tuesday, 10th July, and on Thursday, 12th July;

(4) the motions relating to the Report of the Special Committee on the Child Care Bill, 1988, and to the Report of the Special Committee on the Companies (No. 2) Bill, 1987, shall be decided without debate;

(5) in the case of each of the following Bills (and any related motions for Financial Resolutions, which motions shall be decided without debate), where the proceedings thereon have not already concluded, such proceedings shall be brought to a conclusion at the time and on the day indicated, by one Question which shall be put from the Chair and which shall, in relation to amendments, include only amendments set down by the member of the Government in charge of the Bill:—

(6) in the case of the motion relating to the Bovine Diseases (Levies) Regulations, 1990, the following arrangements shall apply on Thursday, 12th July:—

(i) the speech of the member of the Government or Minister of State opening the debate shall not exceed 20 minutes;

(ii) the speech of each other Member called on shall not exceed 15 minutes;

(iii) the mover of the motion, or such other Member who has not already spoken as he may authorise in that behalf, shall be called on not later than 9.55 p.m. to conclude the debate; and

(iv) the proceedings thereon, if not previously concluded, shall be brought to a conclusion at 10 p.m. by putting from the Chair the Question necessary to bring them to a conclusion; and

(7) the following arrangements shall apply in relation to the Estimates for Public Services for the year ending 31st December, 1990:—

(i) each of the following Estimates or group of Estimates shall be moved not later than the time indicated and, in each case, the proceedings shall be interrupted on the conclusion of the debate thereon or at the time indicated, whichever is the earlier:—

(ii) the speech of the member of the Government opening the debate and of the main spokesperson for each of the Groups (as defined in Standing Order 89 (1) in Opposition shall not exceed 10 minutes in the case of each debate;

(iii) the speech of each other Member called on shall not exceed 5 minutes;

(iv) the member of the Government moving the Estimate or group of Estimates, or such other Member who has not already spoken as he may authorise in that behalf, shall be entitled to 5 minutes for a speech in reply;

(v) all remaining Estimates shall be decided without debate; and

(vi) where a division is demanded on an Estimate or Estimates, such division shall be taken forthwith.
