170 Mr. Gilmore asked the Minister for the Environment the reason the Directive on freedom of access to information on the environment is not due to come into effect until December 1992.

The Directive on freedom of access to information on the environment, adopted on 7 June, takes effect on 31 December, 1992 so as to enable all member states to bring into force the laws, regulations and administrative provisions necessary to comply with the Directive. A provision of this kind, allowing member states time to implement Community legislation, is the norm in environmental directives.
