Written Answers. - Noise Pollution.

48 Mr. Barry asked the Minister for the Environment if he has any plans to deal with noise pollution by setting standards for cars, roads and buildings.

Regulations under the Road Traffic Acts provide for controls on vehicle noise. Noise levels from vehicles at type approval stage are covered by regulations made by the Minister for Industry and Commerce which implement relevant EC Directives.

EIA requirements now applying to road construction works should permit a fuller assessment of the noise impact of this kind of development.

Controls in relation to neighbourhood noise are provided for under the Local Government (Planning and Development) Act, 1963, as amended. In addition conditions may be attached to planning permissions to cover emissions from, or intrusion into, structures of noise or vibration.

In the context of the legislation required for the establishment of the Environment Protection Agency, further provisions to improve the law in relation to the control of noise are being considered.
