79 Mr. Kavanagh asked the Minister for the Environment when he proposes to introduce the necessary regulations to administer the Building Control Act, 1990; the method of operation which is envisaged; and if he will make a statement on the matter.

Building regulations to be made under section 3 of the Building Control Act, 1990 have been drafted and were submitted to the European Commission in accordance with the requirements of EC Directive 83/189 EEC which requires member states to consult with the Commission in relation to any proposed technical regulations and standards. The timing of the making of the regulations will depend on the outcome of these consultations.

Section 6 of the Building Control Act, 1990 provides for the making of building control regulations, which would contain the procedural, administrative and control arrangements to be operated in order to secure compliance with building regulations. The options available under the Act for such control arrangements are currently under consideration in my Department.
