114 Mr. Kenny asked the Minister for Industry and Commerce if his attention has been drawn to the fact that many retail outlets throughout the country are unable to procure daily newspapers for sale to the public; his views on whether this practice is unfair in terms of competition; and if he will make a statement on the matter.

My attention has been drawn on a number of occasions to the failure of retail outlets to procure daily newspapers for sale to the public. Complaints in this regard have been brought to the attention of the Director of Consumer Affairs and Fair Trade who is responsible for investigating any complaints into unfair or restrictive practices in regard to the supply and distribution of goods or the provision of services. It is a matter, therefore, for the director to decide in any particular set of circumstances whether this practice is unfair in terms of competition.
