Written Answers. - Identity Card Scheme.

145 Mr. Nealon asked the Minister for Justice if his attention has been drawn to an identity card scheme introduced in Sligo to combat under-age drinking; and if there are any plans for the introduction of such a scheme on a national level.

I am aware that an identity card scheme has recently been established in Sligo. The scheme was launched by the gardaí in conjunction with local vintners and is funded by the National Vintners' Federation.

Local schemes, such as the one in Sligo, which is modelled on similar schemes in Arklow, Greystones and Crumlin for example, stand a much greater chance of success, in my opinion, than a centrally operated national scheme, with all that that entails in terms of finance and administration. I still have the question of making regulations under section 40 of the Intoxicating Liquor Act, 1988, under consideration but I want to monitor the development and success of these locally run schemes first before coming to a final decision in the matter.
