Ceist:

157 Mr. Cosgrave asked the Minister for the Environment if he will make it a condition of any approval, which Dublin County Council may request, for the purchase of land at Warrenhouse Road, Baldoyle, Dublin 13 that any housebuilding scheme which is contemplated for the land in question accords with the general planning requirements of this area as laid down by An Bord Pleanála, which was reiterated by the bord's recent decision of 9 April 1990; that imposing such a condition should ensure that his strong views on environmental matters, as indicated on many occasions, is adhered to; and if he will make a statement on the matter.

Subject to compliance with the terms of my Department's Memoranda N8/82 and N2/90, on the procedures to be followed and the standards to be applied in providing local authority dwellings, the acquisition of sites for local authority housing does not require my prior approval. However, the scheme design documents, including costs, of any proposal to provide local authority housing require the approval of my Department. At this stage no such design documents for a housing scheme at the address mentioned have been submitted to my Department. As regards private housing development, I am precluded by law from seeking to exercise any power or control in relation to any particular planning case with which a planning authority or An Bord Pleanála is or may be concerned.
