188 Mr. T. Kitt asked the Minister for the Environment if he will ensure that the Southern Cross route will be constructed without delay as the increased traffic flow through residential areas of south Dublin is causing major concern to local residents.

Subject to the statutory procedures involved, the Southern Cross route is scheduled, in the operational programme on peripherality, to commence in 1992. Dublin County Council's outline proposals for this scheme were approved by my Department in May 1986. The next stage in the planning process is the preparation, by the local authority, of a motorway scheme and an environmental impact study (EIS). I understand that the local authority expect to be in a position to submit a motorway scheme and EIS to me early in 1991.
