Written Answers. - Financing of Schools Survey.

23 Proinsias De Rossa asked the Minister for Education if she has received a copy of the survey on the financing of Catholic secondary schools in the free education scheme; her views on the results of the survey; the steps she intends to take to address the financial, administrative and educational problems which are highlighted in the report; and if she will make a statement on the matter.

Yes, I have received a copy of this particular survey.

TheProgramme for Economic and Social Progress proposes very significant improvements in funding a post-primary school and in the educational provision for such schools. A per capita grant of £50 per pupil for schools of 200 pupils and over, subject to a maximum grant of £17,500 per annum will be provided on a phased basis commencing in 1992 so as to expand the provision of caretaking and clerical services in these schools.
The programme also provides for a reduction in the pupil-teacher ratio, additional teaching posts targeted at the disadvantaged, expansion of guidance teaching and arrangements for the ex-quota recognition of vice-principals in larger schools thus freeing those teachers to assist to a greater extent in the day-to-day administration of schools.
The programme also notes that the existing rates of capitation grants for schools will be considered in the light of an examination currently being undertaken of unit costs at primary and post-primary levels.
