Written Answers. - Recommendations on Free Education System.

Ceist:

184 Mr. Garland asked the Minister for Education if she will outline her views on the recommendations contained in the Secretariat of Secondary Schools Report on the Financing of Catholic Secondary Schools in the free education system (details supplied); and if she will make a statement on these recommendations.

I refer the Deputy to my reply to Question No. 23 on Tuesday, 12 February 1991.

In relation to inservice training the position is that my Department are at present having a study carried out on the future in-service needs at primary and post-primary levels. Decisions on in-service training provision will be made on receipt and consideration of the findings of that study. The Programme for Economic and Social Progress provides an additional £0.5 million in 1992 and £1 million in 1993 and subsequent years for specific in-service training needs.

The programme also provides for discussions aimed at strengthening the management structure of schools.

With regard to payments to schools a working party, consisting of representatives of the joint managerial body and officials of my Department, has been set up to examine ways of improving the system of payments to schools. Consideration is also being given to the question of payment directly by the Department of the basic salary payable to teachers by secondary school authorities.
