Frank Crowley

Ceist:

158 Mr. Crowley asked the Minister for Agriculture and Food if he will outline the date an application for a headage grant was lodged by a person (details supplied) in County Cork; the date this application was approved at the local office; the date the approved application was referred to Dublin for payment; and when payment will issue.

This applicant was paid his grants under the 1990 cattle and equines headage scheme on 28 February 1991. His application was lodged in the Cork local office on 5 July 1990 and was approved and passed for payment on 7 February 1991.

159 Mr. Crowley asked the Minister for Agriculture and Food if he will outline the date an application for a special beef premium was lodged by a person (details supplied) in County Cork; the date this application was approved at the local office; the date the approved application was referred to Dublin for payment.

This applicant's 1990 special beef premium scheme application was lodged on 15 June 1990 and approved and passed to Dublin by the local office on 21 January 1991. Payment will issue shortly.

This applicant's 1990 special beef premium scheme application was lodged on 13 June 1990 and approved and passed to Dublin by the local office on 21 January 1991. Payment will issue shortly.

162 Mr. Creed asked the Minister for Agriculture and Food when an application for a beef premium was approved for a person (details supplied) in County Cork; and when payment will issue.

This applicant's payment under the 1990 special beef premium scheme was approved on 27 February 1991 and will issue shortly.

163 Mr. Creed asked the Minister for Agriculture and Food when a farm development grant for a slatted unit was passed for a person (details supplied) in County Cork; and when payment will be made.

This grant, which was certified on 7 February, will be paid as soon as possible.

Andrew Boylan

Ceist:

164 Mr. Boylan asked the Minister for Agriculture and Food when an installation aid grant will be paid to a person (details supplied) in County Cavan; and if his attention has been drawn to the considerable delay in processing this application.

As the enterprise in this case does not satisfy the minimum labour requirement laid down in the EC Regulation on which the scheme of installation aid is based the applicant was deemed ineligible.

The case was subsequently reviewed as promised in reply to a parliamentary question from the Deputy on 28 November 1989 but it was not found possible to vary the decision. The Deputy was informed accordingly on 5 September 1990.

Enda Kenny

Ceist:

165 Mr. Kenny asked the Minister for Agriculture and Food if he will outline the way it is proposed to implement a condition of the ewe premium scheme whereby flock owners will be obliged to inform his Department of the loss of an animal within ten days of same; if his attention has been drawn to the fact that it is impossible to fulfil this regulation in mountainous areas of Ireland; and if he will ensure that common sense will be observed in this matter.

The EC condition referred to specifies that applicants under the EC ewe premium scheme must notify my Department of any losses of ewes within ten days of discovery of such losses — not within ten days of the losses themselves as the Deputy states.

I believe this vital distinction clarifies the matter and makes it easy for flock owners to observe the requirement in question. In this regard the 100 days retention period under the ewe premium scheme — during which each loss discovered is to be notified to my Department — overlaps with the lambing period for mountain flocks and, given that flock owners will be going on the mountains during this period to bring down their ewes for lambing and will discover some dead ewes in the process, it seems to me that mountain flock owners should have no great difficulty in notifying losses within ten days of discovery as required. It is accepted that a small number of losses may not be detected until the date of inspection under the scheme and, in such cases, notification on that date will suffice.
The Deputy will appreciate that this scheme is fully funded by the EC and that the conditions of the scheme must be strictly adhered to.
