Written Answers. - Completion of Housing Estates.

Ceist:

211 Mr. R. Bruton asked the Minister for the Environment whether he has satisfied himself with the present position under which Dublin housing estates, which are taken in charge by the local authority have to privately find the resources to deal with defects in drainage connections; and his views on whether it would be in the public interest if the local authority accepted partial liability for the long term solution to these problems.

There are adequate powers available to local authorities under the Planning Acts, 1963 to 1990 to ensure the completion of housing estates (a) by the attachment of appropriate conditions — including security conditions — to the relevant planning permissions and (b) by taking enforcement action, where necessary, to ensure compliance with the terms of permissions.

It is a matter for the local authority concerned to decide when, and on what conditions, if any, a particular estate should be taken in charge.
