Ceist:

259 Mr. Quinn asked the Minister for Tourism, Transport and Communications whether in respect of the completion of the Internal Market by 1992, he will outline in respect of his Department (1) which directives are his responsibility, (2) the directives which have now been passed, (3) the draft directives which remain outstanding and (4) when these outstanding draft directives will be passed; and if he will make a statement on the matter.

The statements below show proposals presented by the EC Commission in the context of the completion of the Internal Market which relate to my area of responsibility. The statements give details of proposals adopted and proposals awaiting adoption.

As will be seen from the statements, considerable progress has been made in the adoption of Single Market related proposals in the sectors for which I am responsible. The number of proposals remaining to be adopted is not significant and I am hopeful that these proposals will be adopted by the target date of 31 December 1992.

Statement I: Proposals Adopted to Date — Transport.

Air Transport—

Council Regulation (EEC) No. 3975/87 of 14 December 1987 laying down the procedure for the application of the rules on competition to undertakings in the air transport sector.

Council Regulation (EEC) No. 3976/87 of 14 December 1987 on the application of Article 85 (3) of the Treaty to certain categories of agreements and concerted practices in the air transport sector.

Council Regulation (EEC) No. 2342/90 of 24 July 1990 on fares for scheduled air services.

Council Regulation (EEC) No. 2343/90 of 24 July 1990 on access for air carriers to scheduled intra-Community air services routes and on the sharing of passenger capacity between air carriers on scheduled air services between member states.

Council Regulation (EEC) No. 2344/90 of 24 July 1990 amending Regulation (EEC) No. 3976/87 on the application of Article 85 (3) of the Treaty to certain categories of agreements and concerted practices in the air transport sector.

Commission Regulation (EEC) No. 82/91 of 5 December 1990 on the application of Article 85 (3) of the Treaty to certain categories of agreements, decisions, and concerted practices concerning ground handling services.

Commission Regulation (EEC) No. 83/91 of 5 December 1990 on the application of Article 85 (3) of the Treaty to certain categories of agreements between undertakings relating to computer reservation systems for air transport services.
Commission Regulation (EEC) No. 84/91 of 5 December 1990 on the application of Article 85 (3) of the Treaty to certain categories of agreements, decisions and concerted practices concerning joint planning and co-ordination of capacity, consultations on passenger and cargo tariffs, rates on scheduled air services and slot allocation at airports.

Comments
Discussions on implementation, enforcement etc., are ongoing with the Department of Industry and Commerce, whom my Department expect, because of the implications this Directive has for trade and industry in general, will have a major role to play in those areas.
