74 Mr. Gilmore asked the Minister for Foreign Affairs the progress which has been made by the EC Council of Ministers in agreeing a location for the European Environment Agency; the likely location; and when the agency will commence its work.

Following the progress made during the Irish Presidency on the adoption of the necessary legislation to give effect to the establishment of the European Environment Agency, the issue of its location became part of a wider discussion within the Community on the site of other institutions such as the Parliament and specialised agencies. This issue gives rise to considerable difficulties for many member States and compromise has been difficult to achieve.

Ireland is anxious that the issue be settled as soon as possible, and is of the view that the delay in locating the Environment Agency is a setback to Community progress in the Environment area. Along with a number of other Community cities, Dublin is a candidate for the location of the agency.
