46 Mr. Aylward asked the Minister for Agriculture and Food if he will have a beef subsidy paid to a person (details supplied) in County Kilkenny.

This applicant's payment under the 1990 special beef premium scheme is being processed and will issue shortly.

Ceist:

47 Mr. M. Kitt asked the Minister for Agriculture and Food when a ewe premium will be paid to a person (details supplied) in County Galway.

The third and final instalment of the 1990 ewe premium will be paid to the person named within the next few weeks.

48 Mr. Enright asked the Minister for Agriculture and Food the present position regarding the application for a beef premium by a person (details supplied) in County Offaly; the amount of premium to be paid; and when payment will be made.

This applicant's payment of £594.32 under the 1990 special beef premium scheme is being processed and will issue shortly.

This applicant's payment of £454.48 under the 1990 special beef premium scheme is being processed and will issue shortly.

51 Mr. Yates: asked the Minister for Agriculture and Food when a special beef premium will be paid to a person (details supplied) in County Wexford.

My Department are unable to trace an application under the 1990 special beef premium scheme from the person named.

52 Mr. Yates asked the Minister for Agriculture and Food if a person (details supplied) in County Wexford is eligible for a special beef premium; and if so, when payment will be made.

This applicant has failed to submit cattle identity cards for all the animals on his application form and unless he does so or produces proof that the animals for which he did not produce cards were sold at least two months after the application date he may be deemed to have made a false application and be excluded from the scheme for 1990 and 1991.

53 Mr. Yates asked the Minister for Agriculture and Food when a three month's reactor grant payment will be made to a person (details supplied) in County Carlow.

The reactor grant due to the person named has been paid.

John Connor

Ceist:

54 Mr. Connor asked the Minister for Agriculture and Food the reason for the long delay in paying 1990 livestock grant schemes and other payments to persons (details supplied) in County Sligo; and if he will ensure that the applicants receive their entitlements in the near future.

My Department are unable to trace any application for livestock grants from the first named person. Payments to the second named person under the 1990 suckler cow premium, cattle and equines headage and sheep headage schemes and first and second instalments of 1990 ewe premium scheme have already been paid. His payments under the 1990 special beef premium scheme and final instalment under the 1990 ewe premium scheme are being processed and will issue shortly. There has been no particular delay in making these payments.

55 Mr. Connor asked the Minister for Agriculture and Food the reason for the long delay in paying a 1990 beef premium for a person (details supplied) in County Roscommon; and if he will ensure that this applicant receives his entitlement under the 1990 scheme.

This applicant has already been paid his 1990 special beef premium scheme grant. There was no particular delay in payment.

56 Mr. Connor asked the Minister for Agriculture and Food if he will outline the percentage of the 1990 beef premium due to applicant farmers in County Roscommon as at 8 April 1991 which remained unpaid at that date; the reason so many grants remained withheld from farmers applicants one month after his statement that he hoped that all payments would be made by mid-March 1991; and his views on whether this procrastination is affecting payment of these income supports to small and mediumsized farmers worsens the income situation of this hard-put sector of the farming community.

Some 4 per cent of the 1990 EC special beef premium scheme grants due to applicant farmers in County Roscommon as at 8 April 1991 remained unpaid at that date and these would be cases where queries of one kind or another had arisen. I think the Deputy will agree that this is not an unsatisfactory situation.
