Ceisteanna—Questions. Oral Answers. - Appointment of School Welfare Officers.

Ceist:

1 Mr. O'Shea asked the Minister for Education if she will consider the appointment of at least one appropriately qualified school welfare officer to each vocational education committee area to co-ordinate the various statutory and voluntary agencies which would have an input in dealing with problem children referred from first and second level schools in the VEC area in a family context in order that on-going support and guidance would be provided for these children; and if she will make a statement on the matter.

My Department has responsibility for school-based initiatives in dealing with children who are suffering educational disadvantage for whatever reason this may occur.

Those initiatives include the appointment of remedial teachers, of special resource teachers, of guidance teachers — the question spans both primary and second level schools — whose functions include personal counselling and of additional teachers in disadvantaged schools. The development of home-school links will be an important feature in dealing with disadvantaged pupils now and in the future.

The home-school-community liaison project currently embraces 55 primary schools in disadvantaged areas. These schools enjoy the services of 31 local co-ordinators who work under the supervision of a national co-ordinator.

As part of the new resources provided under the Programme for Economic and Social Progress, it is proposed to appoint a further 14 local co-ordinators to the scheme and this should bring at least a further 30 schools into the scheme, bringing the total number of schools involved at primary level up to 80.

My Department's psychological service provides support to schools in coping with pupils who have particular problems. In-service courses are provided for teachers, in co-operation with the Department of Health, in relation to dealing with particular social problems arising, for example, from alcohol and other substance abuse.

In addition, the Programme for Economic and Social Progress provides for additional funding of £1 million in 1991, £2 million in 1992 and £3 million in 1993 to assist in areas of disadvantage at all levels. The measures I have just outlined are in place or are about to be put in place.

Does the Minister agree there is a worsening problem of discipline in our schools and that a number of children in our schools could be termed emotionally disturbed? Whereas great efforts are being made in schools — I certainly welcome the initiative of home-school links — and agencies, both voluntary and statutory are providing a service for the disadvantaged, the service is not co-ordinated and that is why I put down a question. Would the Minister consider initiating a pilot project on a trial basis as I have suggested in my question, and may I add that we would be very glad to accept one in Waterford?

Indeed I know the Deputy would. I have received correspondence from the Deputy on a particular matter and I wish to thank him for that. This is a very interesting question. The question of discipline is the subject of a separate number of questions on the Order Paper and therefore I will be dealing with it in that vein. With regard to what the Deputy perceives as a lack of co-ordination between the various agencies outside of the school who work with the schools in ongoing work of this nature, I am at present having on-going talks with the Minister for Health on my initiative on home-school links which I went in to at length in my reply. The Department of Health will meet the back-up needs identified by teachers in the home-school-community liaison project and they will link up with the support of agencies operating under his aegis.

I found the Deputy's question interesting because we are just beginning the process of co-operation and liaising with the Department of Health and I will be pleased to report to the House on how it develops. I agree with the Deputy that there is a need for co-ordination.
