Written Answers - Pension Rights Transfer.

54 Mr. Moynihan asked the Minister for Education if her attention has been drawn to the anomaly experienced by teachers when they decide to work in another EC member state in that the transferring of their rights is not allowed by the Irish Government; and if she will make a statement on the matter.

There are no reciprocal arrangements at present for transferring pension rights of teachers between this country and other EC member states. Any such proposals would have to be considered in a public sector context and this is a matter for the Minister for Finance.

In the absence of a reciprocal transfer agreement with other EC member states it would not be appropriate to amend Irish public sector superannuation schemes to allow credit for service with organisations in these countries on a "one-way transfer" basis. Such an arrangement would entail substantial additional costs for the Exchequer which could not be justified.
