Written Answers. - Dublin National School Staffing.

185 Mr. Byrne asked the Minister for Education her views on whether the strict application of the rules on the pupil-teacher ratio would, in the case of St. Brigid's primary school, The Coombe, Dublin 8, have an effect disproportionate to that intended, given the disadvantaged status of the school; and if she will agree to re-examine this case with a view to finding a satisfactory outcome.

192 Mr. G. Mitchell asked the Minister for Education if, in view of the appeal by the principal of an inner Dublin city school (details supplied), she will allow the school to retain a teaching post in 1990-91 which is being withdrawn by her Department.

I propose taking Questions Nos. 185 and 192 together. As the Deputy will be aware the staffing of national schools for a particular year is determined by the enrolment on 30 school on the 30 September of the previous year. This is in accordance with the agreement between the Government and INTO under the Programme for National Recovery.

The staffing of a national school is determined by the enrolment on the 30 September of the previous year. In the case of St. Brigid's primary school, The Coombe, where numbers of pupils on rolls have been declining, there were 314 pupils enrolled on 30 September 1990, which warrants a staff of principal plus nine assistants for the 1991-92 school year.

The school will also have the services of a full-time remedial teacher and a concessionary teacher under the special scheme of teaching assistance for schools serving disadvantaged areas.
The only exceptions that can be made from the agreed staffing arrangements are in the case of developing schools or where my Department's guidelines on maximum class sizes are being breached. I am not aware that either of these conditions pertain in this school at present.
