Donal Carey

Ceist:

90 Mr. Carey asked the Minister for Agriculture and Food when a person (details supplied) in County Clare will be paid a farm development grant; and when the file was passed from the Ennis office.

Payment of a grant to this applicant under the scheme for the control of farmyard pollution was made on 16 September. The file was passed from the Ennis office on 2 September.

Approval for further work was issued to the applicant on 17 September and when notification is received that this work has been completed arrangements will be made to have an inspection carried out with a view to paymnent.

Ivan Yates

Ceist:

91 Mr. Yates asked the Minister for Agriculture and Food the reasons a person (details supplied) in County Wexford who has in excess of 50 per cent of his landholding in disadvantaged areas was not paid the additional ewe premium payment on the first instalment; and when this will be paid.

Payment of the first instalment of the ewe premium commenced on 31 July, only nine days after the publication by the EC of Ireland's new disadvantaged areas. It was not possible in that short period of time to make all the necessary arrangements to pay the additional premium to the new flockowners who would benefit, without delaying the general payment of the premium. The additional payment will be made to the flockowners entitled thereto with the third and final instalment of the 1991 ewe premium.

It had originally been hoped to make these payments to applicants in the new disadvantaged areas with their second instalment of 1991 premium. However, in the light of the income difficulties facing sheep producers, I successfully negotiated with the EC Commission arrangements whereby it became possible to pay that instalment earlier than had been intended. It would not have been possible to make those early payments if the adjustments consequent upon the extension of the disadvantaged areas had to be made simultaneously.

Ceist:

92 Mr. Aylward asked the Minister for Agriculture and Food if he will arrange early payment of an installation aid grant to a person (details supplied) in County Kilkenny.

It is hoped to have this application determined shortly. If the applicant is found to be eligible payment will be made as soon as possible.
