96 Mr. Bell asked the Minister for Justice the number of members of the medical profession who have been prosecuted in each of the last five years under section 49 (3) and (4) (a) of the Road Traffic Act, 1961, as inserted by section 10 of the Road Traffic (Amendment) Act, 1978, and as amended by the Road Traffic (Amendment) Act, 1984.
97 Mr. Bell asked the Minister for Justice the number of company directors who have been prosecuted in each of the last five years under section 49 (3) and (4) (a) of the Road Traffic Act, 1961, as inserted by section 10 of the Road Traffic (Amendment) Act, 1978 and as amended by the Road Traffic (Amendment) Act, 1984.
98 Mr. Bell asked the Minister for Justice the number of farmers who have been prosecuted in each of the last five years under section 49 (3) and (4) (a) of the Road Traffic Act, 1961, as inserted by section 10 of the Road Traffic (Amendment) Act, 1978, and as amended by the Road Traffic (Amendment) Act, 1984.
99 Mr. Bell asked the Minister for Justice the number of Garda by rank in each division who are engaged (a) full-time, (b) part-time in the monitoring and control of aliens in conjunction with his Department officials; if he will outline the duties and responsibilities involved; and if they are required to act in conjunction with the Department of Foreign Affairs.
100 Mr. Bell asked the Minister for Justice the number of Garda by rank who have been prosecuted in each of the last five years under section 49 (3) and 4 (a) of the Road Traffic Act, 1961, as inserted by section 10 of the Road Traffic Amendment Act, 1978 and as amended by the Road Traffic (Amendment) Act, 1984.
101 Mr. Bell asked the Minister for Justice if he will outline (1) the total number of Garda in the Louth/Meath division by rank, (2) the number of employed by rank in the various duties and (3) the number of civilian employees; and in the case of (3) if he will further outline their (a) location, (b) status and (c) duties.
102 Mr. Bell asked the Minister for Justice if he will outline in respect of (1) the Garda Síochána and (2) prison service, for the years 1989 and 1990 (a) the number of officers by rank who have been absent from duty (1) over four months, (2) over six months, (3) over 12 months and (4) over 18 months; (b) the number of officers for each of those years, by rank, who were on half pay and other reduced rates; (c) the number who were not paid for any period in 1989 and 1990, other than those on a career break; (d) the number of officers, by division or institution, who were suspended either on pay or without pay for those years and the number in such category as at 30 September 1991; (e) the amount of sick pay paid in those years and (f) the number of officers, by rank, who were on sick leave, either certified or uncertified, on 25 December 1990, 29, 30 and 31 March 1991 and 1 April 1991.
103 Mr. Bell asked the Minister for Justice if he will outline in respect of the Garda Síochána (1) the number of vehicles by category assigned to the force currently; (2) the number of vehicles by category purchased in (a) 1989, (b) 1990 and (c) to date in 1991; (3) the number of vehicles currently non-operational; (4) the procedures in operation in purchasing vehicles and the amount spent on acquisition in (a) 1989, (b) 1990 and (c) to date in 1991 and the marques purchased in 1991; (5) the number of vehicles used by the force which were involved in crashes in (a) 1989, (b) 1990 and (c) to 30 September 1991 by Garda division; (6) the amount spent on (a) repairs and maintenance and (b) fuel in (i) 1989, (ii) 1990 and (iii) to 31 August 1991; (7) the number of vehicles purchased in the period 1989 to date which, as at 30 September 1991 have to be assigned and delivered to operational units; (8) the number of (a) Garda officers and (b) civilian staff involved on a significant basis in either the purchasing or maintenance function and (9) the amount paid by the State in respect of vehicles crashes to injured parties not in State service; and if he will make a statement on the matter.
104 Mr. Bell asked the Minister for Justice if he will outline (1) the various disciplinary procedures in operation in the Garda Síochána and the prison service; (2) the number of members of these services which have been charged under these processes, by division or institution in (a) 1989, (b) 1990 and (c) 30 September 1991; (3) the outcome of such procedures by division or institution in so far as data is available, for (a) 1989, (b) 1990 and (c) 1991 and (4) the number of members of either service who have been convicted on at least three occasions and who are currently serving; and if he will make a statement on the matter.
I propose to take Questions Nos. 96 to 104 inclusive, together.
The Deputy will appreciate that in order to answer Dáil questions concerning Garda matters, it is necessary to consult the Garda authorities and necessary for them, in turn, to divert gardaí and other staff from their normal duties to compile the information required from various records. A similar position obtains on the prisons side. A number of Garda and prison service personnel may be engaged in preparing material, depending on the nature of the question and the time available to answer it. To compile the very detailed and extensive range of information sought by the Deputy in these questions would require the commitment of Garda and prison resources to an extent which would be quite disproportionate and would not be warranted.
