Written Answers. - Abolition of Advisory Council on Development Co-operation.

96 Mrs. Owen asked the Minister for Foreign Affairs if he will reconsider his decision to abolish the Advisory Council on Development Co-operation until at least all commitments on Ireland's ODA programme are fulfilled; and if he intends to set up a further independent body to advise him and the Government on this crucial area of foreign policy.

The decision to abolish the Advisory Council on Development Co-operation was taken by the Government in the context of the need to find savings in all areas of public expenditure. This step was taken with regret and only after the most careful consideration.

When the council were informed of the Government's decision earlier this year it was indicated that they would be allowed to continue in existence until the end of December 1991. This was to enable them to complete their work programme for 1991 and to allow for the term of office of the present membership of the council to expire. It is intended to adhere to this timetable.

I am considering the establishment of an informal independent committee to advise me on development aid policy.

The decision to abolish the Advisory Council on Development Co-operation does not imply any diminution in the Government's commitment to ODA. As indicated in the revised Joint Programme for Government, a planned programme of increases will be made in the period 1992-94 so as to achieve a higher ODA-GNP contribution by the end of that period.
