74 Mr. Gilmore asked the Minister for Agriculture and Food if he has satisfied himself that a company (details supplied) have complied with planning requirements and with their own handbook of standards in relation to their Greenrange pig farming operation.

75 Mr. Gilmore asked the Minister for Agriculture and Food if he will outline the grant assistance which has been given to a company (details supplied) in respect of its Greenrange/free range pig farming operation.

I propose to take Questions Nos. 74 and 75 together.

The question of ensuring compliance with planning requirements under the Planning Acts for the company's Greenrange pig farming operation is not a matter for my Department.

The standards outlined in the handbook of the company referred to are part of that company's private production and marketing system. My Department have no function in relation to controlling such systems.

No grant assistance was given to this company in respect of the pig farming operation referred to.

76 Mr. J. Bruton asked the Minister for Agriculture and Food the number of people in County Meath who applied for a special beef premium in (1) 1988, (2) 1989 and (3) 1990; the number granted and the number refused; and the proportion of the number applying who were refused in each year.

77 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of his farm development grant.

78 Mr. J. O'Keeffe asked the Minister for Agriculture and Food whether he will make immediate arrangements to pay outstanding farm grants due to a person (details supplied) in County Cork including (1) £1,422 for reclamation, (2) £7,700 for buildings, (3) £500 for roads and water and (4) £422 for further reclamation.

I propose to take Questions Nos. 77 and 78 together.

Having regard to the level of claims currently on hands and the budgetary allocation, it is estimated that payment will be made not later than January next.

79 Mr. Finucane asked the Minister for Agriculture and Food if he will approve payment of an EC beef premium in respect of a person (details supplied) in County Limerick.

The person named listed on her 1991 special beef premium application 18 male cattle which had received premium already. Since special beef premium can be claimed only once on each animal in its lifetime and since all 18 cattle referred to were clearly ear-punched prior to application to indicate that they had received premium before, this applicant was deemed to have made a false declaration on her application and cannot be paid any 1991 special beef premium or apply for premium for 12 months from 11 September 1991, the date of that decsion.

80 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of a suckler cow grant for 1990.

The person is not eligible for grants under the 1990 suckler cow premium scheme as he is a milk supplier with a milk quota in excess of 12,819 gallons.

He is due grant, however, in respect of seven animals under the 1990 beef cow and equines headage scheme and will be paid shortly.

84 Mr. Cotter asked the Minister for Agriculture and Food the reason a person (details supplied) in County Monaghan was refused a headage payment last year; and if he will make a statement on the matter.

The person named failed to maintain for 100 days from 2 March 1990, as required by the relevant EC Regulations, the number of ewes listed on his 1989 and 1990 ewe premium schemes' applications. As a result, under EC rules he could not be paid 1989 and 1990 ewe premium. His grants under the 1990 sheep headage scheme in the disadvantaged areas come to £256.50 and are being offset against moneys owed by him to my Department.

88 Mr. Connaughton asked the Minister for Agriculture and Food the reason a grant under the 1990 suckler cow scheme has not been paid to a person (details supplied) in County Galway.

I regret to say that this applicant made a false declaration on his 1990 suckler cow premium scheme application by claiming premium on heifers that had never calved. As a result, he had to be deemed ineligible for both 1990 and 1991 suckler cow premium.
