223 Mr. Finucane asked the Minister for the Environment if his attention has been drawn to the fact that driving test instructors are rejecting applicants prior to testing because of either the tax disc or the insurance disc not being totally legible even though an insurance policy may be made available verifying that the insurance is in order and that applicants are subject to expensive inconvenience as a result; and if he will make a statement on the matter.

The Road Traffic (Registration and Licensing) Regulations, 1982 and the Road Traffic (Insurance Disc) Regulations, 1984 require that the vehicle licence and insurance disc, required to be exhibited under the regulations, shall not be exhibited where the figures or particulars have become illegible or the colour has become altered by fading or otherwise. These requirements have to be taken into account in the conduct of driving tests. Each applicant for a test is notified of these and other requirements in the appointment notice and informed that, unless the requirements are met, the test will not be conducted. Faded licences and insurance discs are replaced without charge.
