Written Answers. - Diplomatic Relations With Cuba.

65 Proinsias De Rossa asked the Minister for Foreign Affairs if the Government have any plans to establish diplomatic relations with Cuba; and if he will make a statement on the matter.

As I indicated in my reply on 21 May 1991, to a similar question, Ireland's network of diplomatic relations, both resident and non-resident, is small and must remain so for the forseeable future, given our limited financial and personnel resources. Possibilities for its extension are examined from time to time in the light of our national and international interests and the availability of the necessary resources. It is established practice in regard to diplomatic relations to proceed only by agreement between the countries concerned. Announcements are made by agreement at the appropriate time and it would be contrary to international practice to speculate publicly in advance of any such announcement.
