Ceist:

105 Mr. G. Mitchell asked the Minister for Finance if he will confirm that his Department at all times meet their responsibilities to protect the public revenues as set out in the Ministers and Secretaries Act, 1924; and if he will make a statement on the matter.

My Department have arrangements in place to ensure that revenues of the State are dealt with in accordance with Article 11 of the Constitution. These arrangements apply to central fund transactions, which are a matter for the Department of Finance and the National Treasury Management Agency, and to State revenues which are entrusted to the accounting officers of other Departments. All accounting officers on being appointed are made aware of the correct accounting procedures to be followed in regard to these revenues. These procedures are outlined in a booklet entitled "Public Financial Procedures", which was published by my Department last year.
