Written Answers. - Mining Policy.

105 Mr. Kenny asked the Minister for Energy if he will outline Government policy in regard to mining throughout the country; if he will further outline the criteria which govern such policy; and if he will make a statement on the matter.

Government policy in relation to mining is clear. It is in favour of the development of the State's natural resources where this can be achieved in an environmentally acceptable manner. The criteria underlining this policy are also straightforward. The exploitation of our natural resources in a carefully controlled manner creates both wealth and badly needed employment. It would be irresponsible of Government to neglect the development of our potentially valuable mineral resources given its commitment to strengthening the economic base of the country and addressing in every possible way the problem of unemployment.

I should stress again, however, that while the Government fully support the development of a mining industry, this is not an unconditional support. I, as Minister for Energy, will not allow any mining project to proceed unless it can be clearly demonstrated through the environmental impact assessment process that it is environmentally acceptable. On the other hand where a mining proposal meets the very strict environmental requirements which we have laid down every effort will be made to encourage the development and the associated job creation. Of course, all potential mining projects must also meet the requirements of the local authority planning process.
