149 Mr. O'Leary asked the Minister for the Environment if he will allow county councils to tender for the major road improvement scheme works to be undertaken by the proposed national roads authority; and if he will make a statement on the matter.
Under section 19 of the Roads Bill, 1991 the National Roads Authority will be obliged, as far as possible, to arrange that their functions in relation to the construction and maintenance of national roads will be performed by the relevant road authority, except where the NRA consider that it would be more convenient, expeditious, effective or economical to do so themselves. Road authority is defined in the Bill to include county councils.
