Enda Kenny

Ceist:

87 Mr. Kenny asked the Minister for Agriculture and Food when payment will be made to a person (details supplied) in County Mayo in respect of a beef premium.

This person's application for grants under the 1991 special beef premium scheme is being processed at present and if found in order payment will be made shortly.

Jim Higgins

Ceist:

88 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the disparity between the amount of headage paid to a person (details supplied) in County Mayo in respect of the years 1990 and 1991.

Under the cattle headage scheme in disadvantaged areas the maximum amount that may be paid per forage acre devoted to maintaining beef cows is £30.66. The maximum that may be paid per forage acre devoted to maintaining cattle other than beef cows is £18.13

Since the person named had only three beef cows in 1991 as opposed to four in 1990 a smaller proportion of her forage area was devoted to beef cows in 1991 and she was due fewer grants than she received in 1990.

89 Mr. J. Higgins asked the Minister for Agriculture and Food the reason for the delay in the payment of the 1990 small milk producer's grant to a person (details supplied) in County Mayo.

This person's application for grants under the 1990 suckler cow scheme for small scale milk producers is being processed at present and payment will be made shortly. There is no particular delay in payment.

90 Mr. Bradford asked the Minister for Agriculture and Food when a beef premium will be paid to a person (details supplied) in County Cork.

The person named applied under the 1991 special beef premium scheme for three animals which had received premium already and which had the cattle identity cards clearly notched and stamped to that effect. Under EC regulations governing the 1991 scheme, therefore, my Department has no choice but to rule the applicant out of the 1991 special beef premium scheme and to debar him from the scheme for 12 months from 19 September 1991.

91 Mr. G. Reynolds asked the Minister for Agriculture and Food when a headage and suckler cow grant will be paid to a person (details supplied) in County Leitrim; and the reason there was such a delay in making this payment.

This person's applications for grants under the 1991 cattle and equines headage, suckler cow and special beef premium schemes are being processed at present and if found in order payments will be made shortly. There is no particular delay in making these payments.

Michael Finucane

Ceist:

92 Mr. Finucane asked the Minister for Agriculture and Food when a suckler cow grant will be paid to a person (details supplied) in County Limerick.

This person has been deemed ineligible for payment of grants under the 1991 suckler cow premium scheme because he did not maintain the number of animals listed on his application form for six months from the date of lodgment of his application as required under the terms and conditions of the scheme.

93 Mr. Finucane asked the Minister for Agriculture and Food the reason that payment for only three animals was made to a person (details supplied) in County Limerick under the 1990 cow suckler scheme for small producers when five animals were claimed for; and if he will make a statement on the matter.

Under the EC regulations governing the suckler cow premium scheme for small-scale milk producers the person named is deemed to need eight cows to produce his milk quota of 5,511 gallons. As his total cow herd in 1990 totalled 11, he is eligible for only three suckler cow grants.

94 Mr. Finucane asked the Minister for Agriculture and Food the reason a beef premium was refused to a person (details supplied) in County Limerick under the beef premium scheme as this person sold two of the animals for genuine reasons and was only claiming for eight of the animals; if he will allow payment as was done for applicants in similar circumstances under the 1990 beef premium scheme; and if he will make a statement on the matter.

This applicant has been deemed ineligible for payment of grants under the 1991 special beef premium scheme as he sold some of his animals without submitting the cattle identity cards for these animals to my Department for inspection and punching as required. The concession which applied to applicants in similar circumstances under the 1990 scheme cannot be applied to 1991 applicants as the EC Commission indicated when giving the concession that it required the 1991 scheme to be implemented strictly according to the regulations.

Michael Finucane

95 Mr. Finucane asked the Minister for Agriculture and Food when a suckler cow premium and a beef premium will be paid to a person (details supplied) in County Limerick in view of the fact that payment has been sanctioned by the Limerick Office of his Department in respect of 28 animals under the suckler cow premium scheme and four bullocks under the beef premium scheme and the delay is causing considerable financial hardship to this person; and if he will make a statement on the matter.

Payment due to this person under the 1991 suckler cow premium is being processed and will issue shortly.

He has been requested to submit a cattle identity card in respect of a retagged animal under the 1991 special beef premium scheme and when he does so the question of payment of grants to him under that scheme will be considered further.

96 Mr. Crowley asked the Minister for Agriculture and Food when payment of a beef premium will issue to a person (details supplied) in County Cork; and if he will outline the reason for the delay in issuing payment.

This person's application for grants under the 1991 special beef premium scheme is being processed at present and if found in order payment will issue shortly. There is no particular delay in making this payment.

Bernard J. Durkan

Ceist:

97 Mr. Durkan asked the Minister for Agriculture and Food if a suckler and beef premium will be paid to a person (details supplied) in County Kildare having regard to the fact that alleged errors occurred due to no fault of his own such as the loss of sight due to glaucoma; if so, when; and if he will make a statement on the matter.

The question of payment of a grant under the 1991 special beef premium scheme to the person named is still being investigated by my Department.

In so far as the 1991 EC suckler cow premium scheme is concerned, it is not possible under EC rules to make any payment in this case as grants were applied for on ineligible heifers.
