59 Mr. Ryan asked the Minister for the Environment if he is prepared to remove the inclusive Dublin area sulphur limit of 1.5 per cent on solid fuels in view of the market distorting effects as the difference in wholesale price between legal and illegal products can be up to £1.60 per bag; and if he will make a statement on the matter.

62 Mr. Bell asked the Minister for the Environment if he is prepared to apply a country wide ban on solid fuels exceeding 2 per cent sulphur to even out the distorting effect that the 1.5 per cent limit has on the Dublin market; and if he will make a statement on the matter.

I propose to take Questions Nos. 59 and 62 together.

The sulphur limit on solid fuels sold or marketed in the restricted area of Dublin was imposed to prevent and control air pollution in the context of the coal ban introduced on 1 September 1990. I will again review all aspects of the implementation of the ban at the end of the current heating season.
