172 Mr. Flanagan asked the Minister for Education if he will outline the steps, if any, he proposes to take to ensure Ireland's compliance with the sports charter adopted in 1975 by the Conference of European Ministers responsible for sport; and if he will make a statement on the matter.

173 Mr. Flanagan asked the Minister for Education if he will be represented at the conference of European Ministers responsible for sport, who meet in Rhodes in May 1992; if he will make a statement on the Government's position regarding a code of ethics for international sport which will be discussed at this conference; and if he will make a statement generally on the matter.

I propose to take Questions Nos. 172 and 173 together.

As a member of the Council of Europe, Ireland is complying with the Sport for All Charter, the principles of which are an integral part of the schemes and programmes operated by my Department in the pursuance of Government policy on sport.

It is my intention to attend the Conference of European Ministers of Sport to be held in Rhodes in May 1992.

As a member of the expert group established to examine the topic of Ethics in Sport and Young People, Ireland has played an important role in the preparation of the draft code of ethics which will be considered at this conference. This code has as its primary concern and focus fair play for children and young people and it embraces the concepts of the rights of children and young people to participate and enjoy their involvement in sport and the responsibilities of the institutions and adults to promote fair play.
