Ceist:

115 Mr. J. Bruton asked the Minister for Finance if he will outline the implications from the point of view of general public administration and income redistribution of changing all means tests from a gross income to a net income basis.

Given the diversity of means-tested schemes and the differing criteria which apply to each, it is not possible in the time available to determine the implications for general public administration and income redistribution of the change referred to by the Deputy. These issues fall to be addressed in the context of an interdepartmental review of income assessment criteria for means-tested State-supported schemes which it is intended to undertake. The Deputy will appreciate that any changes in the conditions of eligibility for these schemes would have implications not just for income distribution but for public expenditure generally.
