Written Answers. - Use of Sunbeds.

145 Mr. Allen asked the Minister for Health if he proposes to introduce controls on the proliferation of sunbeds, possibly by licensing, in order to reduce the risks of illness and death from common cancers.

There is some evidence to suggest that, in certain circumstances, exposure to sunbeds may constitute a hazard, particularly for children aged under 16; people who burn easily, do not tan, or tan poorly; those taking drugs or cosmetics thought to be photoactive; those suffering from a skin disorder induced or aggravated by exposure to sunlight; those with a history of skin cancer; and those with risk factors for cutaneous melanoma.

It is therefore advisable that people use sunbeds in moderation. It must be remembered that treatment with sunbeds and sunlamps is sometimes used to treat various skin diseases, such as psoriasis, where they have a beneficial effect. I would advise anyone thinking of using a sunbed to seek the advice of their general practitioner before doing so.

As regards the suggestion that controls should be introduced, I should explain that there are no statutory powers available for this purpose. I propose to consult my colleague, the Minister for Energy, and the Radiological Protection Institute of Ireland, in relation to the matter.
