P. J. Sheehan

Ceist:

147 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of his farm installation grant.

It is hoped to have examination of this application concluded shortly. If the applicant is found to be eligible payment will be made as soon as possible.

Charles Flanagan

Ceist:

148 Mr. Flanagan asked the Minister for Agriculture and Food if he will sanction payment without delay for an installation aid grant to a person (details supplied) in County Offaly.

The applicant in this case has been deemed ineligible for installation aid as his holding exceeds the maximum labour unit requirement permitted under the Scheme.

Andrew Boylan

Ceist:

149 Mr. Boylan asked the Minister for Agriculture and Food the reason (a) a small suckler grant was not paid to a person (details supplied) in County Cavan and (b) a grant was not paid for 1990-1991; and if he will now make payment of these.

Under the EC Regulations govearning the suckler cow premium scheme for small-scale milk producers the person named was deemed to need 17 cows to produce his quota of 11,607 gallons. Therefore, as the total of 17 cows listed in his 1990 application was considered necessary to produce his milk quota he has been deemed ineligible for grants under that year's scheme.

His application for grants under the 1991 suckler cow premium scheme for small-scale milk producers is being processed and payment will issue shortly.

Andrew Boylan

Ceist:

150 Mr. Boylan asked the Minister for Agriculture and Food the reason a beef premium was not made payable to a person (details supplied); if he agrees that the application forms were difficult to complete; and if he will now make some form of payments where errors were made in completion.

The person named was deemed ineligible for grants under the 1991 special beef premium scheme as twelve of the thirty one animals on which he applied for premium had already qualified for the scheme. Under the EC Regulations he will also be debarred from the scheme for twelve months from 9 August 1991.

Arising from difficulties in relation to the 1991 special beef premium scheme a Departmental Task Force made a number of recommendations in February last. These were immediately accepted by me and have resulted in the clearance of most of the problem cases at this stage. However, applications seriously in breach of the regulations such as this case which is way outside the tolerance allowed by the EC cannot be paid.

Michael Finucane

Ceist:

151 Mr. Finucane asked the Minister for Agriculture and Food when a grant under the 1990 cow suckler scheme will be paid to a person (details supplied) in County Limerick as the grant has been approved by the Limerick offices of his Department.

This applicant has been paid his 1990 suckler cow premium scheme grant already.

152 Mr. Finucane asked the Minister for Agriculture and Food when a beef premium will be paid to a person (details supplied) in County Limerick as the grant has been approved by the Limerick office of his Department; and if he will make a statement on the matter.

My Department is unable to trace any 1991 special beef premium scheme application from the person named.

His spouse has applied for grants under the 1991 special beef premium scheme and that application is being processed at present. If found to be in order payment will be made shortly on her eligible animals at 80 per cent of the normal rate as she listed on her application an animal which was not in her herd at the date of application.

153 Mr. Cotter asked the Minister for Agriculture and Food when a farm grant will be paid to a person (details supplied) in County Monaghan; and if he will make a statement on the matter.

This grant will be paid inside the next four weeks.
