Ceist:

77 Mr. J. Higgins asked the Minister for Finance if he will outline (a) the names of the members of the Committee for Adaptation to Technical and Scientific Progress set up under Directive 79/409/EEC, (b) the organisations the members represent and (c) the terms of reference of the Committee, and if he will make a statement on the matter.

Members of the Committee for Adaptation to Technical and Scientific Progress set up under the EC Bird Directive. 79/409 are representatives of Government Agencies responsible for implementation of this Directive in Member States.

The National Parks and Wildlife Service of the Office of Public Works have responsibility for implementing the E.C. Bird Directive 79/409 under the provisions of the Wildlife Act, 1976 and represent Ireland.

The Committee is a permanent Group, set up under the Bird Directive 79/409 to guide the Commission in applying the terms of the Directive throughout the Community. In accordance with Article 15 and 16 of the Directive such amendments as are necessary for adapting Annexes I and V of this Directive to technical and scientific progress and amendments referred to in Article 6 (4) shall be adopted in accordance with the procedure laid down in Articles 17.
For the purposes of the amendments referred to above, a Committee for the Adaptation to Technical and Scientific Progress consisting of representatives of the member States and chaired by a representative of the Commission was set up.
