Ceist:268 Mr. J. Mitchell asked the Minister for the Environment if his attention has been drawn to the Greenhouse Action Programme run by the United Kingdom Department of the Environment which deals with insulation, energy conservation and emission control under the auspices of local authorities; the plans, if any, he has to initiate a similar programme in this country; and if he will make a statement on the matter.
I propose to take Questions Nos. 264 and 268 together. I refer to the reply to Question No. 77 of 25 March 1992. Preparation of the national strategy referred to is nearing completion.
