Ceist:

130 Mr. Yates asked the Minister for Agriculture and Food if he will give details of his legislative programme for the foreseeable future.

The legislative programme for my Department is set out as follows:

Milk (Regulation of Supply) No. 2 Bill

To abolish the Cork and the Dublin District Milk Boards and replace them with a new National Milk Agency

Completed second reading in Seanad Éireann in January 1992. Further progress awaits the outcome of discussions with the Trade Union representing Milk Board staff.

Milk and Dairies Amendment Bill

To update legislative provisions on the production and processing of milk for consumption in liquid form

*Parliamentary Draftsman's Office is drafting the text.

Dairy Produce Bill

To update legislative provisions on milk going for the manufacture of dairy produce

*Draft text furnished by the Parliamentary Draftsman's Office is being examined.

Bill to amend the Racing Board and Racecourse Acts, 1945 & 1975

To repeal these Acts and to establish a Racing Authority for Ireland and to wind up the Racing Board

It is expected that the preparation of the new legislation and its passage through the Oireachtas will take at least 12 months. An interim Committee will shortly be set up comprising two members from the Governing Bodies, two from the Racing Board, one to represent the racecourses, a Department official and an independent chairman. This Committee would be, inter alia, a focus for the industry's input into the drafting of the new legislation.

Bill to amend the National Stud Act, 1976

To provide for an increase in the National Stud's borrowing powers from £0.5 million to £5 million and to increase the equity limit from £5 million to £10 million

Memorandum for Government seeking approval of final text currently being drafted.

Bill to amend the Greyhound Industry Act, 1958

Following a Government decision an ad hoc group consisting of representatives of the Department of Agriculture and Food and Bord na gCon are reviewing the construction of the industry with a view to presenting proposals to the Minister shortly

It is unlikely that the substantial amendments to the Act that will arise as a result of the review will be ready until mid-1993.

Amendment to Animal Remedies Act, 1956

To make serious offences in relation to the abuse of animal remedies indictable with penalties of £50,000 and/or ten years imprisonment and to extend the powers of the Act.

Last revised draft received 28/8/92.

Pigs and Bacon Act, 1935

Amendment to provide for winding up of Pigs and Bacon Commission

Draft heads of Bill with AG's office (5/5/92).

Bovine Diseases (Amendment) Act, 1993

To amend the existing Act to cover implication of Single Market

At discussion stage only.

* The drafting of the second and third Bill is being re-examined in the context of the Council Directive 92/46/EEC on the hygienic production and marketing of milk and dairy products which will come into effect from 1st January 1994.
