Ceist:

64 Mr. Yates asked the Minister for Education whether the same means testing regulations apply uniformly throughout the country among local authorities or whether some councils review the income of the parents annually for each of the years that their son or daughter is attending their course, whereas others simply take the first year's income as assessable for the full period of the course; if so, if he will introduce a uniform system throughout the country; and if he will make a statement on the matter.

Local authorities are the bodies statutorily entrusted with the administration of the higher education grants scheme.

Under the terms of the scheme a grant is awarded on a provisional basis and income eligibility may be reassessed at any time if the local authority is satisfied that the reckonable income has increased significantly in any particular case.
