Frank Crowley

Ceist:

131 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when the balance of a cattle headage grant will be paid to a person (details supplied) in County Cork.

The person named is not the registered owner of the herd number quoted. He did, however, apply for grants under the 1992 cattle headage scheme. It is a condition of this scheme that a beef cow must be accompanied by a calf of a beef breed or be due to calve before 31 December 1992.

At an inspection on 1 September 1992 the person named presented only ten calves with the 16 cows applied for and as it did not appear that any of his other cows were due to calve before the end of 1992 he can be paid cattle headage grants at the £84 rate only on ten cows. The other six cows were included as adult units with the balance of his other units and paid accordingly.

132 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when the balance of a suckler cow grant will be paid to a person (details supplied) in County Cork.

The person named applied for 1992 suckler cow premium scheme grants on 7 July 1992 for 14 cows and at an inspection of 23 October 1992 he only presented 13 animals. My Department has no record of a notification of the death of two cows before inspection. However, a veterinary certificate dated 5 November 1992 was received for two animals found dead on his holding by the herd owner but these were described as a Hereford Heifer and a Hereford Male both aged six months approximately. Under EC Regulations therefore his premium on the 13 animals must be reduced by 20 per cent.

133 Mr. Crowley asked the Minister for Agriculture, Food and Forestry when the balance of a cattle headage grant will be paid to a person (details supplied) in County Cork.

My Department is awaiting documentation in connection with a change of ownership of herd number pending in this case. When that documentation has been received the question of payment of grants to the new herdowner under the 1992 cattle and equines headage scheme, special beef premium scheme and suckler cow premium scheme for small-scale milk producers will be considered further.

John Browne

134 Mr. Browne (Carlow-Kilkenny) asked the Minister for Agriculture, Food and Forestry if he has received certification from a veterinary inspector indicating the nature of an administrative error on his part which culminated in the invalidation of the 1990 suckler cow scheme payments to a person (details supplied) in County Carlow; his views on the authenticity of the veterinary inspector's correspondence; if the administrative error referred to is the only reason for refusal of payment in this case; if he has satisfied himself as to the veracity of the application; if payment will now be made; and if he will make a statement on the matter.

The person named applied for grants on 25 animals under the 1990 suckler cow premium scheme but two of these were found to be heifers at the time of inspection on 27 August 1990. Since the person named made a false declaration in his application he must be debarred from the EC suckler cow premium scheme for 1990 and 1991 in accordance with the relevant EC regulations.

The responsibility for ensuring the accuracy of his application rested with the person named and his false declaration cannot be excused on the grounds that he relied on information supplied by his veterinary surgeon when he himself was in a position to check the accuracy of his application and could be expected to know that he had 23 cows instead of the 25 claimed on.

Enda Kenny

135 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when cattle headage and suckler cow grants will be paid to an applicant (details supplied) in County Mayo.

My Department is unable to trace any applications under the above herd number from this person for grants under the 1992 cattle and equines headage, suckler cow and special beef premium schemes.

136 Mr. Hogan asked the Minister for Agriculture, Food and Forestry when a special beef premium and a suckler cow grant will be paid to a person (details supplied) in County Kilkenny.

The applications of the person named for grants under the 1992 suckler cow premium scheme and special beef premium schemes are being processed at present and if found in order payments will be made shortly.
