146 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when payment of an agricultural grant will be made to a person (details supplied) in County Sligo.

The full grant due in this case has been paid.

Ceist:

147 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when a suckler cow grant will be paid to a person (details supplied) in County Mayo.

This person has been deemed ineligible for grants under the 1992 Suckler Cow Premium Scheme because two of the animals listed as suckler cows on his application were found at inspection to be ineligible in-calf heifers. Under EC Regulations he must be debarred from the Suckler Cow Scheme for the 1993 marketing year.

Phil Hogan

148 Mr. Hogan asked the Minister for Agriculture, Food and Forestry when an installation aid grant will be paid to a person (details supplied) in County Kilkenny.

It is hoped that consideration of this application will be concluded shortly. If the applicant is found to be eligible payment will be made as soon as possible.

Frank Crowley

149 Mr. Crowley asked the Minister for Agriculture, Food and Forestry if a person (details supplied) in County Cork is entitled to a higher rate of sheep quota grant.

The person named will be granted a ewe premium quota based on the number of eligible ewes found at an inspection of his flock, carried out under the 1991 Ewe Premium Scheme less a deduction for the national reserve. The EC Regulations provide for the establishment of both a national reserve and a special reserve for the Disadvantaged Areas for allocation to certain categories of producers. When the criteria for the allocation of these reserves to Irish sheep producers have been finalised, it will be open to the person named to submit an application to my Department, along with supporting documentation, seeking an allocation from the reserve quotas.

Liam Burke

150 Mr. L. Burke asked the Minister for Agriculture, Food and Forestry the reason for the delay in payment of a livestock headage grant to a person (details supplied) in County Cork; and when payment will issue.

The person named did not apply for grants under the 1992 Cattle and Equines Headage and Suckler Cow Premium Schemes. He has already been paid his grants under the June 1992 Special Beef Premium Scheme. His December 1992 application for grants under the Special Beef Premium Scheme will be processed in due course.

151 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry if a grant will be paid to a person (details supplied) in County Mayo.

This application for an installation aid premium cannot be further processed by Teagasc until the applicant's solicitor submits the Deed of Transfer duly stamped by the Revenue Commissioners.

152 Mr. E. Kenny asked the Minister for Agriculture, Food and Forestry when approval will issue in respect of an application for a farm development grant for a person (details supplied) in County Mayo.

This person's file has been forwarded to my Department's Office in Cavan and payment will be made as soon as possible.

Edward Nealon

Ceist:

153 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when the 1992 beef premium will be paid to a person (details supplied) in County Sligo.

The application of the person named for grants under the 1992 Special Beef Premium Scheme is being processed at present and if found in order payment will be made shortly.

154 Mr. Nealon asked the Minister for Agriculture, Food and Forestry when headage payment for 1992 will be issued to a person (details supplied) in County Sligo.

The person named is not the registered owner of the herd number quoted. The registered herd owner was, however, paid his 1992 Cattle Headage Scheme grant in mid-January 1993. His 1992 Ewe Premium Scheme, second and third instalments, and Sheep Headage Schemes applications are being processed at present and if found in order payments will be made shortly. His December 1992 Special Beef Premium Scheme and suckler Cow Premium Schemes applications will be processed in due course.

155 Mr. Nealon asked the Minister for Agriculture, Food and Forestry if his attention has been drawn to the fact that, despite a reply to a Dáil question on 10 February 1993 submitted by Deputy Nealon, cattle headage grant for 1992 has still not been paid to a person (details supplied) in County Sligo.

Due to a technical difficulty this person's 1992 Cattle and Equines Headage, Suckler Cow Premium and Special Beef Premium Schemes grants were rejected by computer at validation stage. The problems have now been overcome and payments will issue shortly.

John Ellis

156 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay sheep premium and headage to a person (details supplied) in County Leitrim; and if he will make a statement on the matter.

Under the conditions of the 1992 Ewe Premium, applicants were requird to notify the local office of my Department in writing and in advance of any changes during the 100 day retention period in the particulars of their holdings as declared on their application forms. As the person named moved his flock to another location without first informing my Department, I regret that payment of premium had to be refused in accordance with the EC Regulations governing the scheme.

John Ellis

Ceist:

157 Mr. Ellis asked the Minister for Agriculture, Food and Forestry if he will pay sheep premia to a person (details supplied) in County Leitrim; and the reason for the delay in payment of these premia.

One of the conditions of the 1992 Ewe Premium scheme was that applicants were required to keep on their holdings for 100 days from 7 March to 14 June 1992 the number of sheep on which they applied for premium. As the person named did not comply with this requirement he was deemed ineligible for payment of premium in accordance with the EC Regulations governing the scheme.

Michael Finucane

Ceist:

158 Mr. Finucane asked the Minister for Agriculture, Food and Forestry the information required to support the beef premium application of a person (details supplied) in County Limerick; and if he will make a statement on the matter.

The person named has been asked to supply a mart document for an animal sold and on which he had applied for a grant under the 1992 Special Premium Scheme. His eligibility for grants under the scheme will be considered further when same is received.

Michael Finucane

Ceist:

159 Mr. Finucane asked the Minister for Agriculture, Food and Forestry the number of farm development grants awaiting payment at the Limerick office of his Department; the total value of these grants; and if he will make a statement on the matter.

At present there is a total of 27 grant claims involving a sum of £90,726 on hands in respect of farm development works carried out by farmers in the area covered by the Limerick local office. It is expected that six of these claims amounting to £5,126 will be paid within the next few weeks. The balance of the claims are still in the Limerick local office and the payments in these cases will be dealt with at the earliest opportunity when the staff involved are assigned back to their normal duties.

The extra money provided in the budget to augment resources available to this Department to deal, inter alia, with the operation of the new schemes, under the Common Agricultural Policy reform measures, should ensure that the position on the other schemes get back to normal at an early date.
