Ceist:

56 Mr. Barry asked the Minister for Finance if he will put a new emphasis on the principles guiding the allocation of grants from national lottery funds; if the allocations to education, sport and culture will be of the same percentage breakdown as heretofore; and if he will make a statement on the matter.

The allocations of national lottery funds are decided by the Government in the context of the Estimates to assist programmes in the various categories eligible for lottery expenditure in accordance with section 5 of the National Lottery Act, 1986. Within the constraints of the resources available the Government endeavour to ensure an equitable distribution of funds across all categories.

There will be inevitably year to year variations in the proportions of national lottery funds allocated to the different beneficiary categories. This is due to a variety of factors such as major projects in one area coming to an end, unforeseen delays leading to reallocation of funds from one category to another, Government initiatives in particular areas or special events such as the "People-in-Need Telethon", etc.

The allocations for the particular categories mentioned by the Deputy in 1992 and 1993 are as follows:
