Ceist:

101 Mr. J. O'Keeffe asked the Tánaiste and Minister for Foreign Affairs if, in respect of each semi-State or other body submitting an annual report to his Department, he will give details of the dates on which the 1991 and 1992 annual reports were received by him and laid before the Houses of the Oireachtas.

The final report of the Scholarship Exchange Board, covering the period 1 April 1991 to 3 February 1992, was laid before each House of the Oireachtas on 30 July 1992. On 3 February 1992 the Scholarship Exchange Board was replaced by the Ireland-United States Commission for Education Exchange, which is not a Statutory body and there is no requirement that the Commission's annual reports be laid before the Houses of the Oireachtas. However, under the Terms of the Educational Exchange (Ireland and United States of America) Act of 1991, the Ireland-United States Commission for Educational Exchange is required to submit an annual report to the Minister for Foreign Affairs. The first report of the Commission, which will cover the period from 3 February 1992, will, I understand, be submitted later this year.

The position with regard to annual reports for other bodies which are required to submit an annual report to my Department is as follows:

These bodies are not Statutory bodies and there is no requirement that their annual reports be laid before the Houses of the Oireachtas. I am, however, arranging for copies of all of these reports to be placed in the Dáil Library.
