Written Answers. - Fight Against Drugs.

148 Mr. E. Kenny asked the Minister for Justice the proposals, if any, she has in regard to the Government's activities to honour the decade against drugs, that is, the UN declaration of the decade for the 90s; and if he will make a statement on the matter.

In 1990 in New York a special session of the General Assembly of the United Nations which was addressed by the then Minister for Justice adopted a global plan of action to fight the scourge of drugs and drug trafficking. In this regard the United Nations set up the United Nations Drugs Control Programme which co-ordinates its efforts with the various countries who are combating drugs. Ireland fully supports this UN initiative and participates at different levels in various international fora concerned with the battle against drug trafficking.

In the campaign to fight drugs at European level, I recently signed an Agreement to enable the first phase of Europol — the Europol Drugs Unit to be established. The Unit will exchange and analyse intelligence in relation to illicit drug trafficking, the criminal organisations involved and their associated activities.
