271 Miss Quill asked the Minister for Education the financial amount paid in respect of sport in schools as an element of the annual scheme of grants to national sporting organisations.

272 Miss Quill asked the Minister for Education the individual amounts paid, through the National Sporting Organisations, in respect of the educational model of each sporting discipline and which she considers as the funding element related to sport in schools.

275 Miss Quill asked the Minister for Education the procedures by which schools may gain access to the grants given under the annual scheme of grants to national sporting organisations.

277 Miss Quill asked the Minister for Education if she intends to introduce formal schemes under which grants are made available directly to schools for school-based sports programmes.

I propose to take Questions Nos. 271, 272, 273, 275 and 277 together.

There are no formal schemes operated by my Department under which grants are made available directly to schools for schools based programmes and there are no proposals to introduce such a scheme at present. Under the annual scheme of grants to national sporting organisations grants are allocated annually in respect of expenditure related to administration, coaching, the purchase of equipment and projects which increase participation and improve standards.

An element of this annual allocation may be expended on sport programmes in schools. The level of expenditure by each of the governing bodies of sport on sport in schools is a matter for that organisation in consultation with the management authorities and the teaching organisations.

274 Miss Quill asked the Minister for Education the criteria by which sporting bodies gain recognition entitling them to funding under the annual scheme of grants to national sporting organisations.

To be recognised as a national governing body of sport for the purposes of annual grant aid from my Department an organisation must satisfy the following criteria: (a) promote and control a form of sport of physical recreation which requires an acceptable level of physical skill and effort from the participant and of which Cospoir, The National Sports Council and the Department of Education approves; (b) be sufficiently developed to justify the term national; (c) be constituted on democratic lines; (d) possess a written constitution and committee structure acceptable to Cospoir and the Department of Education; (e) maintain an effective level of management and control of the sport in Ireland; (f) generate a reasonable level of financial support from within the activity and (g) complete at least one year working, followed by an annual general meeting and the production of audited financial statement and balance sheet covering all financial transactions.
