Ceist:221 Mr. N. Ahern asked the Minister for the Environment if he will give the basis for the rule which states that certificates of competency for driving licences expire after two years; if this rule is laid down in legislation or under Ministerial Order; and if he will extend the period to three years to avoid the confusion which currently arises, particularly for people who get a provisional licence shortly before their driving test.
