Ceist:

221 Mr. N. Ahern asked the Minister for the Environment if he will give the basis for the rule which states that certificates of competency for driving licences expire after two years; if this rule is laid down in legislation or under Ministerial Order; and if he will extend the period to three years to avoid the confusion which currently arises, particularly for people who get a provisional licence shortly before their driving test.

The two year period of validity of a certificate of competency is prescribed in Article 26 (3) of the Road Traffic (Licensing of Drivers) Regulations, 1989. This limitation, which is clearly specified on each certificate issued, ensures that a driver who has passed a driving test obtains a full driving licence within a reasonable length of time. I do not propose to extend the period of validity at this stage.
