109 Mr. Currie asked the Minister for Enterprise and Employment whether conclusion 4.1.C.1 of the report of the Interdepartmental Group which examined urban crime and disorder in the Ronanstown area of Dublin West, that the creation of more employment opportunities in places such as Ronanstown should be seen as a priority, and in particular, that the advancement of the IDA plan for Ronanstown should receive urgent attention has been implemented, if not, when it will be; and if he will make a statement on the matter.

113 Mr. Currie asked the Minister for Enterprise and Employment whether the conclusion of the report of the Interdepartmental Group which examined urban crime and disorder in the Ronanstown area of Dublin West, that the creation of more employment opportunities in places such as Ronanstown should be seen as a priority, and in particular, that before marketing the Ronanstown area for new industrial development the general physical environment requires to be substantially upgraded and maintained with the cooperation of the local community has been implemented; if not, when it will be; and if he will make a statement on the matter.

I propose to take Questions Nos. 109, 111, 112 and 113 together.

As regards the implementation of the report of the Interdepartmental Group on Urban Crime and Disorder, I would refer the Deputy to the reply my colleague, Mrs. Máire Geoghegan Quinn, TD, Minister for Justice, gave to his oral Question No. 6 on 14 October 1993, namely that she has completed a review of the recommendations of the report and that she will be placing her proposals for further action on the report before the Government very shortly.

Further comment on the implementation of the report must await Government consideration of the matter.

110 Mr. Currie asked the Minister for Enterprise and Employment whether conclusion 4.1.C.2 of the report of the Interdepartmental Group which examined urban crime and disorder in the Ronanstown area of Dublin West, that the creation of more employment opportunities in places such as Ronanstown should be seen as a priority, and in particular, that Ronanstown should be designated as an exclusive area for one of the County Enterprise Partnerships Boards with a specific remit for training and education has been implemented; if not, when it will be; and if he will make a statement on the matter.

The central objective of the National Development Plan 1994-1999, is the creation of more employment opportunities. The Plan features an increased emphasis on harnessing local initiative through a new Local Development Plan.

One of the elements of the Local Development Programme in the National Development Plan 1994-1999, is the extension of the Area Based Response to Long-Term Unemployment. The Area Based Response is a pilot initiative introduced under the Programme for Economic and Social Progress. Partnership companies were established in twelve designated areas to promote integrated measures to support job creation, training and education opportunities targeted on the long term unemployed or those in danger of becoming long term unemployed. Under the Local Development Programme the area based partnership approach is to be extended. The number and location of areas to be selected is under examination and will be a matter for discussion with the European Commission.

The establishment of County Enterprise Boards represents a further element of the Local Development Programme. Under the Programme, the County Enterprise Boards have been given clear enterprise and job-creation objectives. They will not have any specific remit in relation to training and education as had originally been envisaged when the report of the Interdepartmental Group was completed in November 1992. The provision of training through the medium of community-based initiatives remains a significant feature of FÁS activity throughout the country.
