50 Mr. Flanagan asked the Tánaiste and Minister for Foreign Affairs whether a national plan of action has been prepared for the implementation of the UN Convention on the Rights of the Child, which Ireland ratified on 30 September 1992.

I propose to take Questions Nos. 34, 45, 46 and 50 together.

Ireland signed the United Nations Convention on the Rights of the Child on 29 September 1990 and ratified it on 28 September 1992. In accordance with Article 49, the Convention entered into force in Ireland on 28 October 1992.

Implementation of the provisions of the Convention at national level is a matter for the Government Departments and offices having direct responsibility for policy and legislation in the areas covered by the Convention. Work on this is currently in hand and is being actively co-ordinated by my Department.

Under the terms of Article 44 of the Convention, each State Party undertakes to submit a report to the Committee on the Rights of the Child, established by the Convention, within two years of the entry into force of the Convention and further reports every five years thereafter.

Ireland's national report, which is due to be submitted to the committee in October 1994, is in preparation. The report will be concerned with the measures adopted to give effect to the rights contained in the Convention, and progress made on the enjoyment of those rights.
