Written Answers. - Milk Quota Scheme.

Ceist:

193 Mr. Connaughton asked the Minister for Agriculture, Food and Forestry the position in relation to eligibility for the free milk quota scheme currently being implemented, with particular reference to farmers who are under the 15,000 gallons quota, but who did not either lease or purchase extra quota; if such farmers will be barred from the scheme; and if so, if he will give the reasons for so doing.

The eligibility criteria for the distribution of the additional quota negotiated by Ireland in this year's EC agricultural price review were devised specifically to ensure that quota would be given free of charge to each small producer who demonstrated both a commitment to milk production and a need for increased quota.

The criterion of participation in past leasing or restructuring schemes is a clear indication of a producer's commitment to milk production.

The relaxation of any of the stated criteria would result in a reduction of the amount of the allocation per producer, thereby diminishing the effectiveness of the scheme.
