229 Mr. Deenihan asked the Minister for Education if, in view of the substantial changes proposed by her for senior cycle programmes, she will give approval for the appointment of guidance counsellors to all post primary schools.

All post-primary schools with enrolments of 500 or more pupils are allocated an ex-quota post for guidance. In addition, in accordance with the provisions of the Programme for Economic and Social Progress, a phased programme which started in 1992-93 and which is due to be completed in 1994-95, was introduced for the recognition on an ex-quota basis of 0.5 of a wholetime post for guidance to secondary and community-comprehensive schools in the 350-499 enrolment category with a similar provision being made for vocational schools on a vocational education scheme basis.

The Deputy is aware that, in addition to the posts provided in respect of guidance, many new posts have been created in the post-primary sector as a result of the implementation of the provisions in the Programme for Economic and Social Progress. The question of increasing the ex-quota provision for guidance must be considered in the context of the many pressing demands for resources in the education sector.

It is open to school authorities to provide for guidance within quota if they so wish.
